The Scope of the Minnesota Teacher Shortage
Based on Teacher Shortage reports, there are an estimated 49,000 vacant teacher positions in the United States for the 2024-25 school year. Minnesota districts are not immune. A 2023 report from the Professional Educator Licensing and Standards Board (PELSB) shows that between 80%-90% of Minnesota districts are significantly impacted by these substitute and teacher shortages.
Many rely on provisional credentials or unlicensed staff to cover critical classroom roles.
Data shows that shortages are most severe in special education, math, and rural districts. The Minnesota teacher shortage is compounded by declining teacher retention, with more experienced educators leaving the teaching profession each year compared to the last.
Programs offering student loan repayment assistance and total repayment assistance are available through the Minnesota Department of Education to help encourage teachers to remain in the profession. Selected applicants—including new educators—may qualify for funding, provided they meet eligibility requirements and provide additional documentation. By addressing debt concerns, these grants aim to recruit and retain highly qualified teachers in shortage fields.
