Hawaii has a dire teacher shortage as it struggles to hire and retain teachers. The Hawaii State Teachers Association states, “More than 60,000 keiki are not taught by a Hawaii Qualified Teacher each year. During the 2018–19 school year, Hawaii classrooms had more than 1,000 emergency hires and long-term substitutes to cover vacancies because our teacher shortage is so severe."
In April 2021, Frontline Education surveyed 1,200 district leaders to discover that two out of three respondents reported having teacher shortages in their schools. This is a record high since launching the survey in 2015.
