Teacher Shortage in Maryland

The Maryland State Department of Education reports a continuing rise in vacancies: nearly 1,900  open positions at the start of the 2023–2024 school year. Teacher attrition has reached 10.7%, reflecting national trends in teacher shortages. They further report that enrollment in teacher preparation programs has dropped by 33%, with fewer college students pursuing teacher education programs.

The Maryland Higher Education Commission notes that declining enrollment poses a threat to the teacher workforce pipeline, while teacher attrition continues to strain Maryland's public schools. Programs like registered apprenticeship programs and alternative pathways are being developed to attract mid-career professionals and aspiring teachers into the teaching profession.

The Accountability and Implementation Board and Governor Wes Moore are prioritizing strategies to strengthen teacher licensure pathways, expand teacher training, and encourage mid-career professionals preparing for certification. Efforts also focus on retaining high-quality teachers through stronger mentorship, competitive compensation, and professional development opportunities, including access to national board certification.

The Maryland Higher Education Commission continues to collaborate with Montgomery College and Prince George’s County institutions to create specifically designed programs that promote equity, access, and teacher quality in both urban schools and rural districts. The Maryland State Department of Education and the General Assembly are also evaluating teacher hiring practices to improve recruitment in specialized fields and reduce critical shortages across Maryland’s teacher workforce.
